Frontline healthcare delivery in low- and middle-income countries (LMICs) often confronts fractured connectivity, intermittent electrical infrastructure, and high clinical volume per physician. While digital health tools promise elevated patient safety and real-time disease surveillance, off-the-shelf commercial solutions frequently collapse when applied outside high-resource settings.

This symposium gathers frontline health informaticians, medical directors, and global public health researchers to analyze verifiable implementations of offline-first electronic medical records (OpenMRS, Bahmni) integrated with national data aggregators (DHIS-2). The session examines the transition from paper-based registries to modular electronic records and critically assesses early-stage machine learning triage algorithms designed to detect sepsis and respiratory distress in sub-district referral facilities.
